It was enabled because in the intermediate time, during the early 2000′s, Spain made a great decisions for Spain. They looked around at all their resources and all they have is, I think, one nuclear power plant, maybe two, and a couple of coal plants.

They import all the rest of their energy needs and used UPVC Doors and UPVC Windows. They decided that they didn’t want to do that any longer. Sothey started with feed in tariff for wind. A feed in tariff is an agreed to situation where the government says you will buy every kilowatt of electricity generated by this technology for this much, for this period of time and for this much deployment.

By eliminating the deployment you limit the total amount that’s it going to cost, but it also sets the market; the market is real. It’s not negotiated – it’s there. If someone comes in and gets permits to build a wind plant or later CSP, and PV, and biofuels, so they moved forward.
